FAQs

A PAC pools contributions from individuals or entities to make contributions to candidates, political committees or for independent expenditures.

A conduit acts as a middleman for contributions from individuals to a candidate or committee, passing along the funds but not contributing itself.

PAC Contributions 

  1. Individuals can contribute to both traditional PACs (subject to limits) and Super PACs (with no limits). 
  2. Corporations can only contribute to Super PACs but cannot contribute to traditional PACs unless it’s through an employee-funded SSF.

Conduit contributions 

Corporations cannot contribute directly to traditional PACs or candidates. They can establish Separate Segregated Funds (SSFs) and collect contributions from employees or members for political purposes. 

Corporations can contribute unlimited amounts to Super PACs but not to candidates directly, whether through a conduit or otherwise. 

Conduit contributions must adhere to the same limits as if the donor had given directly to the candidate or PAC. The FEC requires that conduit contributions be reported and the identity of the original contributor must be disclosed.

The FEC requires that conduit contributions be reported, including the name and address of the original contributor and the amount forwarded to the candidate or committee. The conduit must report this information in its FEC filings

Yes, candidates can solicit contributions to their campaign committees, affiliated PACs or through conduits. However, any contributions collected must comply with the applicable contribution limits and disclosure requirements.
